EU imports of energy products decreased again in 2025

In 2025, the EU imported € 336.7 billion worth of energy products, amounting to 723.3 million tonnes. Compared with 2024, imports decreased both in value (-11.1%) and in net mass (-0.6%).

Imports of energy products have been decreasing in value and volume since 2022: value has dropped by 51.4 % from €693.4 billion, and volume decreased by 14.9% from 849.6 million tonnes.

For petroleum, compared with 2024, a decline was reported in both the value of imported petroleum oils (-17.8%) and the volume of imports (-6.1%). On the other hand, imported liquefied gas recorded a strong increase both in value (+35.2%) and volume (+24.4%).

When it comes to natural gas in the gaseous state, the import value increased by 3.4%, while volume was down by 5.3%.

The United States and Norway remain key energy suppliers

In 2025, the largest partners for EU imports of petroleum oils were the United States (15.1%), Norway (14.4%) and Kazakhstan (12.7%).

The United States was also the top supplier of liquefied natural gas, providing more than half of the imported liquefied natural gas (56.0%), ahead of Russia (13.9%) and Qatar (8.9%).

Norway was the major partner for natural gas in the gaseous state, as imports reached 52.1%. Algeria was next with 17.4%, followed by Russia with 10.4%.

Energy products in this article refer to petroleum oils, natural gas and solid fuels. The following products from the Combined Nomenclature (CN) are included:

  • petroleum oils (petroleum oils from natural gas condensates: 27090010, petroleum oils and oils obtained from bituminous minerals, crude: 27090090)
  • natural gas (natural gas liquefied: 27111100, natural gas in gaseous state: 27112100)
  • solid fuels (coal: 2701, lignite: 2702, peat: 2703, coke: 2704).
